The home instruction regulations are found in the Code of Maryland Regulations (COMAR) 13A.10.01. The purpose of these regulations is to establish a procedure to be used by the superintendent of each local school system to determine if a child participating in a home instruction program is receiving regular, thorough instruction during the school year in the studies usually taught in the public schools to children of the same age.

    2022-2023 First Semester Portfolio Submission

    • The first semester portfolio will be submitted through a Google form and is due before or on January 30th, 2023. The curriculum, resources and/or books should be listed in the box located in each subject area for Curriculum and Resources. Please include a log of books read and samples of handwriting.

    • There are some workbook series that are not curriculum. For example, the Spectrum series states within its description that it is a supplemental workbook. These supplemental workbooks can be used in conjunction with other materials to make a full curriculum.

    • The evidence of instruction for first semester should provide a clear picture of learning per subject area. The google form will accept Word, PowerPoint and pdf files with several pages as one entry. Choosing to upload pictures in gif or jpeg format requires large amount of data space and will limit your upload. This is usually the reason why you may be having trouble submitting the form.

    •  Online programs: The grades or progress report should be submitted with a few completed pages uploaded as evidence.
    •  Special areas of fine arts, health and physical education evidence can be in the form of a log, pictures, worksheets or calendar.
